Since the early 1980s, Duluth—a small community in northern Minnesota— has been an innovator of ways to hold batterers accountable and keep victims safe.

Mondays: 3:00pm to 7:00pm

Wednesdays: 3:00pm to 8:00pm

Tribal Sexual Assault Services Program enhances the ability of tribes to respond to violent crimes against Indian women, enhance victim safety, and develop education and prevention strategies. Eligible applicants are federally-recognized tribes or an organization that is acting as the authorized designee of a federally-recognized Indian tribe.

Transitional Housing Assistance Grants for Victims of Domestic Violence, Dating Violence, Stalking, or Sexual Assault Program funds organizations to assist victims of domestic violence, dating violence, sexual assault, and stalking who are in need of transitional housing, short-term housing assistance, and related supportive services. Eligible applicants are states, units of local government, Indian tribes, and other organizations with a documented history of effective work concerning sexual assault, domestic violence, dating violence, and stalking.

Grants to Tribal Governments to Exercise Special Domestic Violence Criminal Jurisdiction assists Indian tribes in planning, implementing, and exercising "special domestic violence criminal jurisdiction" to hold accountable non-Indians who commit crimes of domestic violence or dating violence or violate certain protection orders in Indian country. Eligible applicants are Indian tribal governments that haver jurisdiction over Indian country.

Discretionary Grant Programs

Helping Kids Help Themselves introduces young children to personal safety and body ownership through telling Daisy the HAVEN Raven’s story. Daisy is alone with her uncle when he touches her and tells her to keep it a secret. Children learn the difference between good and bad secrets, how to identify a safe grown-up, and that if abuse happens it is never their fault.

redefine is a multi-session leadership development course for high school and college-aged young men. In American culture, men and boys are inundated with messages about masculinity and manliness that support an extreme and toxic masculinity. Fostering and mentoring a healthier vision of manliness/masculinity can be helpful in promoting a society that is built on gender equity and intersectional social justice. This interactive program provides young men with skills to help end gender-based violence and to create healthier and happier emotional lives.

The use of acts of violence and a series of behaviors, including intimidation, threats, psychological abuse, and isolation to coerce and to control the other person is the mode of operation of the abuser. The violence may not happen often, but may remain a hidden and constant terrorizing factor.

Offers a classroom manual, handouts, and other free resources to help teachers incorporate violence prevention lessons into existing English high school curricula.

Develops and evaluates programs, resources, and training materials for professionals working with youth to target multiple forms of violence, including bullying, dating violence, peer violence, and group violence.
